Spirit Eye Celine is a Light Thief with the Horoscope Sagittarius that you can summon from the Moonlight Summon.
Revives all allies and grants them Immortality
Counterattacks whenever she's hit by a critical hit while Possessed
Acquires 5 Souls and decreases her cooldown whenever anyone on the battlefield dies
Can't take more than 60% of her Max HP in damage in one hit (once s2 is skilled up)
S1 now has healing instead of S3
Possession is only granted on her s3
Immortality is only 1 turn and can easily be stripped off
Can only be used in extremely niche scenarios
Needs all her allies dead in order to fully utilize her s3

Now that we’ve had some time to test out ML Celine, the general consensus is that she’s good in her specific niche. However, Maid Chloe is still considered to be better, if you just want to use either one of them for their AoE revive skills.
Apart from their s3s, though, Maid Chloe and Spirit Eye Celine are pretty different. ML Celine offers mostly damage and counter-attacking (along with some self-sustain), and the AoE revive part of her skillset is just a bit of a bonus. Her passive is similar to Tempest Surin’s, in that you can’t just one-shot her with a nuker and be done with it – although, Rimuru’s extra damage mechanic on their S3 can burst through her passive.
The main problem with her skillset is that she’s reliant on a lot of things. Her s3’s cooldown is long (but that is mitigated by her passive decreasing her s3’s cooldown by a turn whenever anyone on the battlefield dies), and relies on all of her allies being dead in order to be able to use it to its fullest. On top of that, Rimuru all but laughs in her face, by copying her allies’ Immortality and going through her “can’t take a certain amount of damage” passive.
In short: Although Spirit Eye Celine does have many things going for her, there are more units that have a lot more usability in more situations, not to mention that Rimuru can counter her with ease.
Many people have built Spirit Eye Celine with Lifesteal, in order to help her sustain herself, but the General Speed Build can help ease up some of the Speed requirements a bit. Many people have also put her on Penetration as well, as it’ll help add more damage to her upgraded version of her s1, along with the basic version of her s1, as well.

Spirit Eye Celine's Mighty Strike can be soul burned for extra effects.

You'll want to skill up her s3 first, for the -1 turn cooldown. After that, fully skill up her s2 to ensure that she takes less damage. Skilling up her s1 is solely for the damage, so it's optional if you can't afford it.

She's able to control spirits and possess others, and she's guarding a merchant vessel in return for the promise that she would be allowed to take the merchant guild owner's soul after death.
