Jecht is a somewhat viable Soul Weaver during the beginning of the game for PvE use (specifically Banshee Hunts), if you really have nothing else cleansing-wise. He boasts a passive that works like a built-in Wondrous Potion Vial; once fully skilled up, he’ll remove a debuff inflicted on an ally at the beginning of each turn. His s3 is also semi-useful too, as it grants Continuous Healing to all of his allies for 2 turns. He’s also one of the few units who has Speed imprint, as well.
However, there are multiple things that hold him back. His base HP is disgustingly low (even for Soul Weavers), and his DEF isn’t the best either. He doesn’t offer any direct healing in his kit either – any healing he provides comes from his Continuous Healing buff – and his s2’s debuff removal is a bit randomized, with no other cleanse in his kit.
Overall, Jecht can work if you have no one else, but remember that both Montmorancy and Angelica are now available in Hero Connections just like him. Angelica, with her Exclusive Equipment, removes a debuff off of all allies with her s3, and Montmorancy (once changed to Angelic Montmorancy) can easily cycle her s2 and s3 for constant debuff removal. They also both have large amounts of direct healing; something that Jecht can’t say the same for.
Seeing as how no one is building Jecht, there’s no “one-size-fits-all” build for him. However, until you can find a better Soul Weaver, he can work just fine with the free 75 HP gear you’re given early game. Otherwise, Speed + HP will be fine on him, too. Just pump his substats towards HP%, DEF%, and Speed. Effect Resistance% is lower priority, but it’s still recommended to give him some.
Jecht has 3 skills. Skills can be passive or active.
Jecht's Gale can be soul burned for extra effects.

On the off-chance you really have no other Soul Weaver to build, you'd want to at least skill up Jecht's s2 to the max for the guaranteed debuff removal.

This comp is great at dismantling Dizzy and ML Baal comps. Aux Lots needs to be at least 230+ speed for it to be viable in Champion. Jecht is there for the speed imprint. Challenger Dominiel can dish out good single target damage. Baiken is there to 1 shot Dizzy or any DPS.
With C Dom, you can afford to have the DPS that goes after her to have only 50% critical rate due to her S2 passive.
