Judge Kise is a Light Warrior with the Horoscope Virgo that you can summon from the Moonlight Summon.

Update: She now has AoE dispel on S2 and higher chance to reduce enemy skill cooldown on S3. With soul burn, she can do a lot of damage by using S2 -> S3. With Aux Lots, she becomes quite broken.
Her third skill reduces all enemy skill cooldowns, forcing them to use only basic attack. If she gets that off, the fight is usually over. Opponent teams need to bring immunity set just to counter her alone, which is a big resource investment. With the new update, her S2 gets a 75% chance to dispel a buff, which is useful in stripping immunity sets and applying skill reset if you soul burn.
She also gives defense break on her first skill, which is extremely useful in both PvE and PvP situations. That makes her a great all around unit, but I would say she shines more in PvP with her kit.
Having a mage with a +30 Tagahel’s Ancient Book for the soul burn is vital in making her S2 to S3 combo work on offense.
Judge Kise has 3 skills. Skills can be passive or active.
Judge Kise's End of Evil can be soul burned for extra effects.

She doesn't really need any investment if you only user her in PvP Offense. However, if you use her in PvE content, S3 +4 for the -1 turn cooldown, then S1 +3 for the 15% effect chance on defense break would be optimal.

Here are some tips and tricks that I picked up from cleaving this setup:
This set up consist of 3 DPS and 1 Support
DJ Basar S3 can fully cleanses your team from harmful effects if Basar gets outsped
DJ Basar S3 also gives all allies 3 turn immunity which protects your team from being provoked by a counter
Guided Aither can soften 1 target and give an attack buff to all allies
Judge Kise and BBK can simply overwhelm the defensive team with raw their raw DPS
The main appeal for this comp is the absence of a “defense break” requirement for cleaving durable stall comps
Pros and Cons
Pros:
Very safe to cleave with
No effectiveness required
No defense break required
No immunity set investment required
No Hurado/Basar buff removal is required
Desert Jewel Basar build can be used on both offense and defense as well as all content
Cons:
Desert Jewel Basar is extremely hard to get
Very high gear investment is a must (High Crit/Speed)
This exact team composition will be difficult to recreate
This specific team comp will be countered by Moonlight Ken
Arena Level:
This combo is set up for Judge Kise to one shot through any wall comp. Basar and Vivan must have +30 Tagahel to allow effect resist ignore from Basar and soul burn from Judge Kise for an extra turn. Due to the pure damage on Judge Kise, this cleave rarely fails. The main counter for this type of cleave will be Fire Corvus.

Arena Level:
This combo is not as good as it used to be due to the Wind Rider nerf, but he can still cleave most challenger teams with ease and clean up pretty well. You can substitute Wind Rider with Tonfa or Portrait and it will do just fine.
